The downstream effects are visible at the generational level. Younger generations, particularly the Satori Generation and Generation Z, have internalized a strong preference for stability. They are more sensitive to how they are perceived, more cautious in their choices, and more inclined to collaborate with others than to compete with them.

While these tendencies are often described as cultural traits, they are better understood as adaptive responses to the environment in which these individuals came of age—one shaped by economic uncertainty, social visibility, and institutional risk.

Between the lines

What appears to be risk aversion is actually a rational response to how risk is priced.

If the downside of failure is immediate, visible, and persistent while the upside of success is incremental and uncertain, then avoiding exposure becomes the logical choice. Over time, this calculation becomes internalized. People stop asking what they might achieve and begin focusing on what they might avoid.

This is where the shift becomes structural. Ambition does not disappear but narrows. Optionality contracts. The system produces individuals who are highly attuned to risk but less skilled at navigating it.

The big picture

Japan is gradually settling into a low-risk, low-variance equilibrium. On the surface, this creates stability and predictability. Failures are fewer and less visible. Beneath that stability, however, lies a quieter trade-off: fewer attempts at anything that could fail and, therefore, fewer breakthroughs.

The deeper issue is not immediate performance but rather long-term capacity. A system that suppresses risk-taking also stifles the development of adaptability, initiative, and leadership. Over time, this limits what organizations—and the broader economy—can achieve.

Because the system is internally consistent, it is also self-reinforcing. Each individual behaves rationally within their constraints. However, the aggregate outcome is a gradual narrowing of possibilities.

Commentary: An American contrast

From the United States’ perspective, the contrast is less about culture and more about structure.

In the U.S., failure is generally considered temporary and reversible. The system places greater value on potential, enabling individuals to take risks, fail, and try again without suffering long-lasting reputational damage. When success occurs, it is disproportionately rewarded.

This creates a different behavioral pattern. People are more willing to act under uncertainty. Managers are more willing to delegate and push their teams to their limits. Organizations accept volatility as the cost of discovering what works.

In this context, failure functions as information rather than as an indicator of identity.

By contrast, Japan has optimized for minimizing downside. This results in a reduction in experimentation and, ultimately, discovery.

What could change?

Addressing this dynamic requires changes in incentives rather than messaging. Evaluation systems would need to emphasize the accumulation of positive contributions more than the avoidance of negative marks. Organizations would need to create environments where failure is contained and reversible rather than permanent and damaging to one’s reputation.

The role of early development is equally important. Allowing children to experience and process manageable failure constructively would help rebuild the foundation for risk-taking later in life.

Without these adjustments, behavior will remain aligned with the current system.

Consider a common scenario inside a large Japanese corporation.

A mid-level manager identifies a process inefficiency and develops a proposal that could meaningfully improve productivity. The idea is sound, but it requires coordination across teams and carries some execution risk.

Within a deduction-based system, the incentives are clear. If the initiative succeeds, the recognition is modest. If it fails, however, the consequences are visible and potentially lasting.

The manager hesitates. Additional meetings are scheduled. Consensus is sought. The proposal is refined, delayed, and eventually diluted. In many cases, it is abandoned altogether.

The organization remains stable, but the inefficiency persists.

Now, consider the same situation in a U.S. context. The manager is more likely to test the idea through a limited pilot program. If it fails, the impact is contained. If it succeeds, it can be scaled up quickly. The system absorbs small failures to enable larger successes.

The difference is not about an individual’s willingness to take risks. Rather, it is about how the system allocates costs and rewards.

Situational awareness

Japan’s challenge is not that individuals fear failure.

Rather, it is that failure has been structured as something durable and identity-defining. Until failure becomes smaller, more reversible, and more contextual, behavior will continue to reflect the system that produces it.

This is not about tourism trends. It’s about individuals reclaiming autonomy in a system that has historically been optimized for groups.

Driving the news

A growing number of onsen towns are explicitly positioning themselves as places where solo travelers can exist without friction or visibility.

Context

The model of the traditional Japanese inn, which is called ryokan (旅館) in Japanese, was never designed for one person. It was optimized for density—of people, spending, and shared experiences. Rooms were oversized, meals were communal, and prices were based on multiple occupants. A solo traveler disrupted that equation. The industry tolerated solo travelers, but only at the margins: limited plans, higher costs, and subtle signals that they were out of place.

Traditionally, rooms at ryokan were designed for groups, so hosting a single person meant a significant loss of potential profit for the inn. To make up for this, it was once common practice for such inns to charge solo guests the full fee for two people.

Even when solo travelers weren’t forced to pay double, they often encountered unfavorable pricing, where the per-person rate for a solo stay was significantly higher than the rate for the same plan booked by a group. For example, solo travelers might be charged a premium surcharge of 5,000 yen (US $31.33) or more over the standard per-person rate just for the privilege of occupying a room alone.

The old model worked when group travel dominated. However, it breaks down when the individual becomes the unit of demand.

Friction point

The constraints were not just economic; they were also experiential. A solo guest paid more for less flexibility, navigated systems designed for shared consumption, and experienced the discomfort of being alone in spaces designed for groups.

None of this was explicit. That is precisely why it was effective. The friction was embedded in the design.

What’s happening

What is changing now is not demand—it is supply discipline. Operators are systematically removing friction by privatizing meals, redesigning seating, normalizing single occupancy, and introducing non-interaction service layers.

For several years, the domestic publishing powerhouse Bunshun has released annual editions of a guidebook to solo onsen resorts, providing detailed critiques of over 300 locations across Japan. The latest edition, “CREA Due 楽しいひとり温泉 2026,” is available on Amazon for 1,870 yen ($11.72).

This is a quiet but important shift. The industry is no longer asking, “How do we accommodate solo travelers?” It is asking, “How do we optimize for them?”

By the numbers

• It is still unclear how many onsen resorts in Japan now offer specific campaigns targeting solo travelers, but the numbers seem to be increasing. Similarly, the demographics of solo travelers to onsens remain unclear. Recently, however, women have been particularly proactive in the solo onsen travel market. This is evident in the recent publication of numerous guidebooks dedicated to women’s solo onsen trips, specifically targeting women in their 40s and 50s.

• Zero Solo Upcharges: Some ryokans, such as Wakamatsuya, Murai Rokusuke, and Ryokan Yuzo in Hijiori Onsen in Yamagata Prefecture, for example, do not charge extra for solo guests. This means that a solo guest pays the same per-person rate as a group member, even on weekends or holidays. Hijiori Onsen has a long history of toji, or long-term hot spring cures, where solo travel was the norm. This gives the atmosphere a natural welcoming vibe for individuals.

• Minimal Surcharges: Other accommodations, such as Izumi-so in Akakura Onsen, keep their solo premium surcharge to just a few hundred yen. There is no additional surcharge for staying on a day before a holiday.

• Solo-Dedicated Rooms and Unrestricted Plans: Facilities are increasingly setting up single rooms dedicated strictly to solo guests. Furthermore, forward-thinking ryokans now allow solo travelers to book any room type or premium meal plan. They are moving away from the old practice of restricting single guests to basic “business plans” or stays without dinner.

• Two to three nights is emerging as the standard duration for a solo stay.

Zoom in

Not all onsen benefit equally. The winners are not the most famous; they are the most compatible with solitude. Smaller towns, therapeutic destinations, and places with distributed, low-density bathing options create environments where being alone goes unnoticed.

In this context, scale works in two directions: it either creates anonymity (Beppu) or silence (Nagayu, Mimata). Mid-tier tourist density is the least compatible.

Between the lines

This is not really about travel. It’s about eliminating coordination.

Modern life is defined by constant negotiation of schedules, expectations, and attention. Solo onsen travel eliminates all of that. No alignment is required. No performance is required. You have control over time, space, and input.

The big picture

Japan is not abandoning collectivism, but it is redefining individuality.

“Self-first” (自分ファースト) is emerging as a functional response to the always-on environment. At the same time, mobility is increasing. Workations, remote work, and multi-location living are weakening the idea that life must be anchored to one place.

The onsen is accordingly being repurposed—not as a destination, but as a modular reset point within a more fluid lifestyle.

There is a reason this resonates beyond preference. Solitary bathing produces measurable physiological effects, such as activation of the parasympathetic nervous system and suppression of cortisol.

In practical terms, it accelerates recovery.

This changes the way we think about it. This is not indulgence—it is maintenance.

Commentary

When I travel alone in Japan, it’s almost always for business, and I don’t think twice about booking a single room at a typical, no-frills “business hotel.” So, I was shocked last year when I faced a significant challenge booking a room at a traditional inn with an onsen for a visitor from the U.S. who was traveling on their own. How could this be so difficult? After calling about ten different onsen resorts in Kyushu that I have visited together with my wife during the past seven years, I was astonished that none of them would rent a room to a single traveler, even if we agreed to pay the fee as though two guests were staying! We ultimately found one ryokan near Kurokawa Onsen that agreed to rent a room to a solo traveler. It turned out to be great, but this incident made me curious about what other solo travelers have experienced.

Therefore, the renewed interest by Japan’s travel industry to cater to solo travelers who want to stay at traditional onsens represents true progress.

This development goes hand-in-hand with other changes that are part of the “self-first” travel phenomenon. For example, I was recently surprised to find that a restaurant at Haneda Airport, which I had visited in the past, had recently converted roughly half of its seating area into a series of small desks where solo diners could enjoy their meal while working on their laptops and charging their phones using the dedicated electrical outlets in each booth.

It was sort of like Ichiran Ramen, one of Japan’s largest ramen chains that is famous for its individual place-settings, but this restaurant is for business travelers who want to grab a bite to eat at a regular restaurant outside the airline lounge area.

I am now going to keep an eye out for other “self-first travel” amenities. Please feel free to suggest in the comments examples that you have seen.

Reality check

The transition is incomplete. Peak periods still prioritize groups. Premium ryokans continue to restrict solo bookings. Pricing asymmetry remains.

However, the direction is clear.

What to watch

• Expansion of private-bath inventory (e.g., smaller kazoku-buro (家族風呂), which literally means “private baths for families”) and in-room dining

• AI-driven “non-interference” hospitality models (e.g., automated check-in procedure)

• Integration with workation infrastructure: These travelers seek environments optimized for productivity and relaxation. This drives the demand for functional amenities, such as strong Wi-Fi, ergonomic chairs, and 24-hour access to private baths. Several prominent solo travel bloggers fall into this category, working remotely while staying at different inns.

• Subscription-style living tied to regional travel networks (e.g., ADDress)

Note that 13.2% of all households in 2020 were single-person households with residents aged 65 and older. This figure is expected to reach 20-21% by 2050, meaning 10.8 million elderly individuals will be living alone by mid-century. Many of these individuals desire a furry companion. Thus, pet welfare has shifted from a private concern to a critical intersection of social work, law, and animal rights.

Why it matters

For the international community in Japan, who may lack local family networks, the stakes are even higher. Without a legally recognized plan, your pet could be surrendered to a municipal shelter immediately if you are hospitalized or become incapacitated.

Between the lines

The government’s push for “Lifetime Care,” which is called shuseishiyo (終生飼養) in Japanese, essentially warns that the state will not be your pet’s safety net. As municipal shelters reach capacity, the legal burden of care shifts back to the owner’s estate and financial planning.

By the numbers

• According to a 20101 Cabinet Office survey, pet ownership is prevalent among older age groups: 44.5% of people aged 50–59 and 36.4% of people aged 60–69 own pets. Since dogs and cats live 15 to 20 years, an owner who starts at age 60 will be nearly 80 by the time their pet dies, which can lead to “care gaps” if they fall ill or pass away first.

• 2,289,407 yen (US $14,400): The average lifetime cost to house a small dog in a private pet nursing home/kennel in Japan.

• 4,000 yen ($25): The standard fee to surrender a dog or cat to the Kawasaki City Animal Welfare Center. If the center decides on lethal disposal, the implication is that the owner cannot intervene.

• 1,000+: The number of annual consultations received by Nagoya’s pet support consultation centers regarding owners who can no longer provide care.

Context

Under the Japanese Animal Welfare and Management Act, owners are legally obligated to provide “appropriate care” until the animal’s natural death. Failure to do so—even due to the owner’s declining health—can lead to intervention under neglect or abandonment laws. That said, the enforcement of cases involving owner incapacity is inconsistent.

Three primary tools are available for pet “end of life” plans in Japan:

• Pet trusts: Funds are moved to a trust that a “trust supervisor” monitors to ensure the money is spent only on the pet. Setting up a pet trust typically requires a significant upfront investment. Initial legal setup fees can range from 200,000 to 500,000 yen ($1,250 to $3,100), and owners are generally expected to set aside the total cost of a pet’s remaining life (often 3 million to 6 million yen or $18,800 to $37,600) at the start of the contract.

• Burdened bequests, or futantsukiizo (負担付遺贈) in Japanese: A clause in a will that leaves an inheritance to someone only if they agree to care for the pet.

• Pet nursing homes: These are facilities that provide 24/7 medical and physical care for pets when owners cannot. Such kennels for dogs are called roken homu (老犬ホーム), and similar facilities for cats are called robyo homu (老猫ホーム) in Japanese.

Friction point

The biggest obstacle is the “will gap.” In Japan, a standard will only takes effect after the owner’s death. If you are hospitalized for six months due to a stroke or enter a care facility for dementia, a will cannot help your pet. Only a pet trust or a pre-signed nursing home contract can.

Reality check

Many expats assume a friend will “just take” their cat if something happens to them. However, without a legal “burdened bequest,” that friend has no legal right to the pet if family members object and no legal access to your funds to pay for food or medical bills.

Situational awareness

Be aware that many Japanese apartments have strict “no pet” clauses that apply to temporary fosters as well. If your emergency contact lives in a pet-free building, your pet will likely be sent to a shelter immediately in the event of an emergency, regardless of your friend’s intentions.

The big picture

Pet ownership in an aging society is a long-term financial and legal commitment. Ensuring your pet’s well-being is as important as securing your visa or health insurance when living in Japan—it requires a localized, legally sound strategy.

Commentary

First, let’s address the elephant in the room—so to speak. I am a dog person, though we don’t have a pet right now. I grew up in America around dogs and had a schnauzer named Chancey and Labrador retriever named Finnegan at home throughout my childhood. These two steadfast companions were true members of our family. Both Chancey and Finnegan had fairly long lives, but after they got sick, our local vet euthanized them in the most humane way possible—at least, that’s how I interpreted it at the time.

Lately, I have noticed that a fairly large percentage of our elderly neighbors in Japan have pets. Several of those who live alone have dogs or cats that will likely outlive them. Some of these pets are elderly, such as a 17-year-old blind dog who wears dark mini sunglasses like Ray Charles. It’s cute, but not something I would do.

The underlying issue here is not sentimentality, but rather, capacity and contingency planning. Pet ownership is a long-term obligation that does not pause when an owner becomes hospitalized, cognitively impaired, or otherwise incapacitated. This creates a structural gap in which animals remain dependent while the person responsible for them is suddenly unable to perform even basic care functions. The burden then shifts informally to family members, neighbors, or increasingly in Japan, home healthcare nurses, whose professional mandate was never designed to include animal care.

This raises a difficult but necessary question: What is the default outcome when no contingency plan exists? In some cases, pets are informally “re-homed.” In others, they enter already overburdened shelter systems. However, in the absence of capacity, funding, or willing adopters, euthanasia, or satsushobun (殺処分) in Japanese, becomes a real—albeit uncomfortable—policy outcome. Yes, I know that may seem harsh, but avoiding the discussion won’t eliminate the constraint, only defer it.

The bottom line

A pet is a family member. However, in the eyes of Japanese law, pets are considered property that requires a management plan. Don’t leave your pet’s life to chance. Put it in writing today.

Start by creating a “Pet Ending Note.” Document your pet’s medical history, favorite foods, and your specific wishes for their care. This document will serve as a roadmap for whoever takes over in your absence.

Japan isn’t becoming a high-consumption society again. It’s becoming a more segmented one where growth comes from specific demographics and behaviors, such as time-efficient spending, choosing or not choosing to delegate to AI, and secondhand or resale logic that changes how people justify purchases.

By the numbers

• Spending growth: According to the recently updated JCB Consumption NOW Index, there is a clear direct relationship between age and estimated spending growth.

  • 20s: +7.3%

  • 30s: +3.7%

  • 40s: +3.1%

  • 50s+: around 1%

• Dining-out growth by age: The JCB Consumption NOW Index shows a similar trend with this type of leading indicator, which is like a “canary in the coal mine.”

  • 20s +18.3%

  • 30s +9.0% — a steep drop-off with age.

• Wage growth: Those in their 20s and early 30s saw growth exceeding 4%, while those in their late 30s and early 40s saw growth of around only 1–2%.1

• Real-world pay shock: One Tokyo firm increased starting pay from 240,000 yen to 300,000 yen per month (roughly US $1,550 to $1,930). One fourth-year employee’s monthly pay increased by 50,000 yen ($320), raising their annual income to over 6 million yen ($38,700).

Catch up quick

Japan spent years in a frugality equilibrium, where wages lagged and prices rose. Households learned to delay purchases. Now, this equilibrium is loosening, but unevenly and mostly where labor shortages force employers to pay more (e.g., younger workers) and where consumers prioritize “satisfaction per hour.”

Spring wage talks, which are called shunto (春闘) in Japanese, are more important than usual because this cycle is about base pay that feels durable. An early signal is that firms are reallocating wage budgets toward younger hires and early-career staff to prevent poaching in a tight labor market.

Context

The consumer story heading into 2026 is not “volume expansion,” but “qualitative change.” It will be characterized by

• Selective spending (necessities are squeezed while discretionary spending is protected) enabled by generative AI and recommendation systems;

• Resale and secondary-market thinking as “hidden assets” in households are priced and liquidated.

How it works

Japan’s egg pricing operates in three layers. First, receiving companies publish benchmark prices. Second, most transactions—approximately 85%—are settled through opaque negotiated contracts between producers, wholesalers, and large buyers. Third, retailers independently set shelf prices, often using eggs as loss leaders to drive foot traffic.

Friction point

Power is asymmetrical. Large retail chains, such as Aeon or Seven-Eleven Japan, can lock in fixed-price contracts that insulate them from volatility. Meanwhile, producers, who are already operating on thin margins, absorb shocks from disease, feed costs, and energy prices.

Follow the money

Estimated margins tell the story. Retailers retain 15–20%, distributors 5–10%, and producers sometimes sell below cost. Even during periods of record-high prices, financial relief at the farm level is limited and delayed.

Between the lines

The question, “Who decides egg prices?” has no clear villain. Instead, responsibility is distributed across institutions, contracts, and consumer behavior, making accountability politically and socially elusive.

Reality check

Japan lacks an egg futures market. Unlike rice producers, who benefit from hedging mechanisms, egg producers cannot manage price risk.

There has never been a futures market for eggs, largely due to concerns about speculation, perishability, and the political sensitivity surrounding the prices of staple foods.

Interestingly, there are currently no active egg futures markets in any Organization for Economic Cooperation and Development (OECD) country.

Historical evidence from other commodities suggests that transparent futures markets stabilize prices over time, rather than destabilize them.

The big picture

Egg inflation is not an anomaly; it is a stress test. A system optimized for low prices and minimal volatility only worked under conditions of surplus, cheap imports, and biological stability. Those conditions no longer hold.

What’s next?

Prices may ease toward mid-2026 if there are no new avian influenza outbreaks. However, without investment in supply resilience, pricing transparency, and risk-sharing mechanisms, Japan’s “cheap egg era” is unlikely to return.

Commentary

Egg prices in Japan feel shockingly high because they have broken with decades of nearly flat pricing, not because they are extremely high by international standards. At just over 300 yen ($1.93) for a pack of ten eggs, today’s prices are well above Japan’s historical norm. Eggs were long treated as a quasi-public good with artificially suppressed prices. Yet, even at these levels, Japanese eggs are materially cheaper than in many other advanced economies. The discomfort is relative and domestic; a system built around stability is struggling to adapt to sustained shocks. One lesson worth revisiting is risk management. Unlike grains or rice, there is no futures market for eggs in Japan or anywhere in the OECD, leaving producers exposed and causing abrupt price adjustments. A carefully designed futures or hedging mechanism would not be about speculation but rather about transparency and shock absorption, helping to smooth out volatility rather than amplify it.

The bottom line

Japan’s egg shortage is not a temporary supply disruption. Rather, it is the logical outcome of a pricing system that diffuses responsibility, concentrates bargaining power, and leaves producers structurally exposed.

The company is aggressively entering the B2B inventory and procurement logistics sector, where Yamato and Sagawa have long dominated. However, Japan Post has a unique advantage due to its nationwide footprint.

Of note

Japan Post has openly declared that it will become a comprehensive logistics company, integrating international freight, third-party logistics (3PL), trunk transport, and last-mile delivery.

Commentary

Japan Post is not “declining”; it’s molting. A leaner, more logistics-centric company is emerging that looks far more like Yamato, Sagawa, and Mitsui Fudosan than the post office of the past.

There is no version of Japan’s future in which mail volume rebounds. Even perfect reform cannot restore workloads to those of the 2010 era.

It was only a matter of time before this management decision became inevitable, as maintaining the status quo is simply unsustainable. At the very least, this seems like a credible plan for returning to profitability.

Considering the potential applications of automated warehouses and robotics, such as Amazon’s global strategy, it wouldn’t be surprising if Japan Post’s ultimate goal, which has not been made public, is to reduce its workforce by 70-80% over the next decade.

This is Japan’s broader demographic story in microcosm: Legacy infrastructure built for a larger, younger, analog nation is being rebuilt for a smaller, older, digital one.

Japan Post’s reforms are a preview of what will soon affect rail lines, local banks, hospitals, and schools. Every institution built on density must now shrink substantially — including the Japanese government.

The bottom line

Japan Post isn’t just restructuring; it’s reinventing itself to survive Japan’s demographic winter. Post offices will shrink and logistics hubs will grow. The new Japan Post will look nothing like the old one.

What’s new

Japan is entering a “stationary” era. Fewer people, especially young Japanese, are changing cities, going on vacation, studying abroad, or taking long trips. Meanwhile, foreign residents in Japan are moving more, not less. They are quietly reshaping cities like Osaka and debunking the myth of a uniformly “stagnant” Japan.

Why it matters

Mobility isn’t just about vacations or cool Instagram posts. It’s about who gets opportunities, who builds confidence, and who feels their life is “going somewhere.” When movement becomes a privilege, not a baseline, a new class divide emerges: Those who can move versus those who can’t.

Catch up quick

Since the 1970s, the total number of people moving between municipalities in Japan has been declining despite better trains, highways, and the internet. Study abroad by Japanese students peaked in 2004 and has declined since then. Holiday outings dropped below 60%, even before the pandemic, and younger Japanese people now go out less than those in their 70s.

Meanwhile, foreign residents are more mobile inside Japan, boosting Osaka’s population and compensating for the Japanese tendency to remain in one place. At the same time, inflation and fare hikes are turning “I won’t move” into “I can’t move.”

By the numbers

• 683,859 people moved within Japan in April 2025, which is a 6.0% decrease from the previous year.

  • Moves across prefectures fell 7.8% to 368,109, and moves within prefectures fell 3.8% to 315,750.

  • For Japanese citizens, inter-prefectural moves dropped 9.7% (34,627 people).

  • For foreign residents, moves between municipalities rose 8.0%, between prefectures rose 7.9%, and within prefectures rose 8.1%.

• On holidays, only 52.5% of people went out in 2021 (the period of the pandemic)—but even before that, the rate had already slid to 59.9% in 2015, down nearly 10 points over 28 years.

Context

From the 1950s through Japan’s high-growth era, mobility was practically a national religion. It meant:

• Moving from the countryside to the city.

• Getting transferred between branches.

• Studying abroad if you were elite.

• Commuting long hours because that’s what serious adults do.

However, the peak of inter-municipal mobility occurred around 1970–1975. Despite better infrastructure and the internet, the total volume of physical movement has trended down since then.

Even Tokyo’s long-standing allure is waning: The net inflow to the Tokyo metropolitan area in April 2025 still exists, but the margin is shrinking.

Osaka, by contrast, is seeing a net increase driven not by domestic Japanese movement but by foreign residents moving in and within the region.

In short, Japan appears hypermobile on paper—with bullet trains, low-cost carriers, telework, and Wi-Fi everywhere—but in practice, the country is quietly settling down.

Friction point

For a growing number of Japanese people, the issue isn’t just “I don’t feel like traveling.” Now it’s “I literally can’t.”

From survey responses:

• People walking 10 kilometers just to save on train fares.

• Rural residents with almost no public transportation who are stuck between family obligations and the impossibility of moving to a city.

• A pregnant woman who was repeatedly rejected by taxis because her home was outside service areas.

• A woman with a sick child taking long public transit journeys without a smartphone.

• People with chronic illnesses or disabilities for whom cigarette smoke on train platforms or at destinations turns every trip into a health crisis.

Add to that:

• Inflation and fare hikes (train fares into Tokyo rising from ~ 800 yen to over 1,000 yen (approximately US $5.19 ~ $6.49), and bus base fares climbing from 170 yen to 240 yen ($1.10 ~ $1.56).

• Stagnant wages and widening income gaps.

Suddenly, “mobility” starts to look less like a lifestyle choice and more like a luxury good.

The other side

While Japanese citizens are moving less, foreigners are doing the opposite.

• Foreign workers and international students are more willing to change residences in search of jobs, schools, or better living conditions. Their movements are helping keep parts of the economy and certain cities — especially Osaka — demographically afloat.

• The Osaka metropolitan area had a net inflow of 3,093 people in April 2025, which was more than double the previous year and was largely thanks to foreigners.

On the other hand, the Japanese media and politicians are obsessed with “overtourism,” manners, and safety. Foreign tourists and residents are the ones taking risks, paying fares, and exploring new places, including parts of Japan that many Japanese people never visit. Japan criticizes foreigners for “moving too much,” while quietly relying on their mobility to prevent the country’s cities and economy from grinding to a halt.

Reality check

Mobility is not distributed evenly; it’s stratified. Research on “Mobility and Class” reveals:

• An emerging “era of settlement” where fewer people move and not everyone heads for big cities anymore.

• Mobility patterns are increasingly divided by education and class. Those with degrees and resources can still move, while others stay put.

• Gender matters:

  • Around 44.2% of women report envy toward others’ mobility, compared to 28.6% of men.

  • Women are more likely to be held back by childcare, eldercare, and societal expectations to stay near their parents. Add to that:

• Over one-third (36.9%) of people have experienced “difficulty” or “hardship” related to transportation.

• Yet, about 73.5% believe freedom of movement is a human right, and 57.6% think opportunities for movement are “fair” — even though 66.8% say disparities in mobility exist.

In other words, Japan is living with a mobility paradox. “It should be fair — but clearly, it’s not.”

Zoom in

Look at the emotional layer: envy of mobility. Political and social theorists discuss “envy of mobility” — not just being jealous of someone’s income or job title but being jealous that their life appears to be going somewhere. When you see someone who studies abroad, hops prefectures for work, or juggles multiple “places they belong,” it signals that their life has momentum. For those who are held back by money, health, family care, or geography, this can trigger a deep, quiet sense of falling behind. In modern Japan, “a good life” is often equated with “heading somewhere,” even if the movement is more psychological (”imaginary mobility”) than physical. The danger is that if mobility becomes the new status symbol, then being stuck won’t just be inconvenient; it will feel like a personal failure.

State of play

• Policy lag: Some countries, like France, explicitly frame a “right to mobility” to guide transportation and social policy. Japan, by contrast, mostly treats it as a technical issue, improving public transportation “quality,” tweaking routes, and avoiding legal debates.

• Population decline: With a shrinking, aging population, Japan has focused on halting the outflow of rural youth and weakening Tokyo’s one-way magnetism. However, the data shows a more complex picture:

  • Overall moves are down.

  • Tokyo’s dominance is softening, but regional cities are still losing people.

  • Osaka’s growth is increasingly driven by foreigners.

• Car dependence: A car-centered society exacerbates mobility inequality. If you can’t drive due to age, disability, or finances, your world shrinks dramatically.

Regional revitalization policies talk about “bringing people, money, and jobs back,” but they rarely address the harder question: Who actually has the ability to move in the first place?

Commentary

Japan’s “mobility gap” is more than just a domestic policy issue. It’s also a problem of global competitiveness. While Japanese youth are forgoing studying abroad, young people from other countries are broadening their horizons, acquiring language skills, developing networks, and becoming comfortable with risk.

After three extended “tours of duty” living and working in both my native Chicago and Tokyo, six years ago my wife and I decided to permanently relocate to Kyushu and semi-retire. For an American, moving to a dream retirement destination is hardly unusual, especially for people who worked in northern cities and later retire to Florida, Southern California, or Arizona. Many of our friends and acquaintances—including many lifelong Tokyoites—were shocked by our decision to move the countryside. We joined a community of like-minded individuals, most of whom had also relocated from Tokyo, Osaka, or Fukuoka. While Japanese households are cutting back on travel, inbound visitors are arriving in large numbers, taking advantage of strong currencies to experience what Japan has to offer. If this trend continues, Japan risks becoming a country where the locals stay put due to cost, fear, or fatigue. At the same time, Japan is becoming a country populated and energized by foreigners willing to move there, whether as tourists, students, or workers. This isn’t necessarily a bad thing, but it alters who shapes the future of Japanese regions, industries, and communities.

What’s next

Unless something shifts, we’re heading toward a Japan where:

• “I don’t move” quietly becomes “I can’t move.”

• Mobility will be increasingly tied to education, income, gender, health, and residency status.

• Meanwhile, foreigners are moving more within Japan, reshaping cities, labor markets, and the concept of “normal” mobility.

For the first time, more than half of Japan’s upper elementary students and nearly 90% of junior high students own smartphones. Smartphone ownership and daily usage hit record highs in 2024, signaling a generational shift in how children connect online.

Why it matters

Japan’s “mobile-first childhood” is not just coming—it’s already here. This new reality is reshaping parenting, education policy, and conversations about youth mental health faster than schools or governments can adapt.

By the numbers

• 88.8% of third-year junior high students now own smartphones.

• 50%+ of upper elementary pupils own smartphones for the first time (+10 points higher than 2023).

• 94% of junior high students regularly use smartphones.

• 145 minutes per day: average daily usage among junior high students (+ across all grades).

• On average, youth who reported using the internet spent about five minutes more online than the previous year, reaching approximately 5 hours and 2 minutes in 2024. High school students averaged about 6 hours and 19 minutes. Junior high school students averaged about 5 hours and 2 minutes. Elementary school students (ages 10 and up) averaged about 3 hours and 44 minutes. The average usage time by purpose showed that hobbies and entertainment were the highest at about 3 hours and 1 minute.

• The average internet usage time for younger children increased by about four minutes compared to the previous year, reaching approximately 2 hours and 9 minutes. Context

The government’s GIGA School Initiative provided tablets for every classroom. Now, home life is catching up—personal devices are no longer just for teenagers, but also for elementary schoolers. Smartphones have surpassed TV, PCs, and game consoles as the primary digital gateway to childhood.

Friction Point

Parents are losing visibility. While 84.6% of parents of teenagers say they manage online use, the percentage drops to 45% among parents of younger children. Rules fade as children age—just as risk exposure spikes.

Conventional wisdom

Many Japanese parents once delayed smartphone ownership until junior high. Today, peer pressure and safety apps are pushing that timeline down toward fifth or sixth grade. “Keeping up with friends” has quietly replaced “waiting until ready.”

Device time now rivals classroom hours. Upper-elementary students who own smartphones spend over two hours a day on them, mostly watching videos, playing games, and chatting. Even junior high students who don’t own smartphones average over an hour daily through shared family phones.

Meanwhile

Regional data shows that Kanto (greater Tokyo Metro), Tokai (greater Nagoya Metro), and Kinki (greater Osaka Metro) have the highest usage rates, exceeding national averages. Rural areas lag behind, but with falling device costs and expanding family plans, that gap will likely close within two years.

The big picture

Japan’s digital childhood now begins before puberty. Education, parenting, and regulation must adapt to a reality in which a ten-year-old’s smartphone habits predict their future learning, socialization, and well-being.

Commentary

Recently, there has been a lot in the news about restrictions on smartphone usage by minors. For example, legislation recently enacted in Australia that goes into effect on December 10, 2025, mandates that children under 16 cannot create or hold accounts on certain age-restricted social media platforms, such as TikTok, Instagram, Snapchat, X, and Reddit. Good luck enforcing that one!

In Norway, the government is proposing to raise the minimum age for social media use to 15. Denmark has a proposed law that would ban social media access for children under 15, though parental approval would be possible for those aged 13–14. France passed a law in June 2023 requiring parental consent for under-15s on social media, and there are discussions underway about a full ban.

Both of our children are now in their 20s and completely independent. The older one got his first phone in fifth grade when we lived in America, but it was not a smartphone. To prevent a mutiny, his younger brother got his first phone at age 10, which was an iPhone. In retrospect, we probably jumped the gun a little too early, but the pressure from children to “keep up with the Joneses” and get a smartphone in elementary school is overwhelming. I know it’s a weak excuse as a parent!

The concern is about mental health, data protection, and consent issues. If we could turn back the clock, it would have probably been better to push back against the relentless pressure from our children until they were at least 13 years old.

What’s next

Expect a policy pivot from access to balance.

• Tighter screen time guidance at schools;

• New “digital wellness” curricula; and

• Tech-industry collaboration on parental control user experience.

The next frontier won’t be connection; it’ll be moderation.

The bottom line

Japan’s youth are online, mobile, and always connected. The question isn’t whether they should use smartphones; it’s how society will teach them to use them wisely.

What’s new: Japan has revised its Wildlife Protection and Management Act, allowing municipalities to authorize hunters to use rifles in urban areas when bears or other animals pose an imminent threat, effective September 1, 2025.

Why it matters: Bear sightings, even in places like schools and homes, are on the rise. Local governments now have the authority and responsibility to act quickly before lives are lost.

Catch up quick: Until now, rifles were banned in residential areas, except when the police invoked special emergency powers. The increase in bear attacks — with five deaths already this year — pushed lawmakers to act.

Two years ago in October, Keiji Minatoya (68), who runs a confectionery shop in Kitaakita City, Akita Prefecture, was attacked by a bear that was hiding in his garage at his home in the city center. Minatoya suffered scratches and bites all over his body, including his head and abdomen.

Minatoya was rescued and transported to a hospital in Akita City. His scalp had been torn back to reveal bone, his right earlobe had been bitten off, and his head required 60 stitches. Even now, two years later, he says the scars sometimes swell, and the wounds still hurt.

By the numbers: Except for the southernmost main island of Kyushu, where there are no bears, incursions by bears into exurban and suburban areas, as well as some urban locations, are causing fear throughout Japan.

• Last year, 70 people were injured by bears in Akita Prefecture, setting a record high.

• Nationwide, 55 people were injured between April and July of 2025.

• Bear sightings near schools: At least 39 cases have been reported since April.

• However, hunters with rifle licenses have declined from 297,000 in 1985 to only 90,000 in 2020.

Go deeper: Bears are increasingly appearing in "satoyama," (里山) the area between forests and towns. Schools are distributing bear bells to children, holding evacuation drills, and considering online classes if bear sightings increase. Cities in Niigata and Hokkaido have already staged urban "bear response" simulations.

Context: Municipalities can now hire hunters, but they must first secure the scene by closing roads, issuing evacuation orders, and ensuring that bullets won’t ricochet. The city, not the hunter, is responsible for compensation for damages. However, hunters, especially those in Hokkaido, say they may refuse to fire if safety isn’t guaranteed. Despite government assurances, liability concerns remain.

The other side: Ecologists stress that shooting is only a temporary solution. Bears are driven closer to humans by food scarcity resulting from extreme weather, aging depopulated villages, and unmaintained forests. Encounters will persist unless attractants such as garbage, crops, and brush are removed.

Reality check: Municipal staff who are asked to make shoot/don’t-shoot decisions are not wildlife experts. Many rotate roles every few years, raising questions about their ability to safely judge fast-moving, high-risk circumstances.

Commentary: One thing is certain: the bears are not responsible for this unfortunate situation. The root cause lies in the downstream effects of weakened human stewardship of land. While the new, emergency law reflects Japan’s immediate struggle to manage rural depopulation and shrinking numbers of hunters, more attention should be paid to forestry and wildlife conservation.

What’s next: As we head into autumn, bears become more active as they forage before hibernating in the winter. Therefore, it is highly likely that bear sightings will increase over the next couple of months. In the meantime, municipalities are drafting manuals and purchasing insurance in case stray bullets damage property. The real test in the long term will be whether Japan invests in prevention, such as habitat management and community awareness, or simply relies on firearms.

Catch up quick: The GT-R first roared to life in 1969 as a variant of the Skyline and reemerged in 2007 as the standalone Nissan GT-R. Over the next two decades, the car became synonymous with Nissan's technological prowess, hand-built craftsmanship, and motorsport dominance.

Commentary: I'm not much of a car buff, but the end of the GT-R seems to signal a turning point in the Japanese automobile industry. For nearly 20 years, the GT-R was Nissan’s halo car, showcasing its engineering and performance capabilities. Without the GT-R, Nissan will lose a major brand icon, which could affect its global identity as a manufacturer of performance cars.

The GT-R may be gone for now, but its return seems inevitable. The only question is whether the next GT-R will embrace electrification or cling to combustion nostalgia one last time.

However, there is no doubt that the GT-R’s retirement signifies more than just the end of a car; it symbolizes the decline of Japan’s sports car era. But legends don't die; they hibernate. Expect the GT-R to roar back, perhaps reborn for the electric vehicle age.

What’s new: Earlier this week, China was reported to have conducted the largest "joint combat patrols" around the entire Taiwanese coastline since similar drills last October.

Why it matters: Particularly at a time when U.S. allies are questioning America's commitment to full participation in bilateral and multilateral trade, security, and defense agreements, questions are being raised about how the current U.S. administration would respond to a Chinese blockade or full-scale military invasion of Taiwan. If Taiwan's so-called "silicon shield1" were breached, its closest neighbor to the north, Japan, would face immediate consequences. How might Japan respond diplomatically, militarily, and economically to such a geopolitical development?

Catch up quick: After listening to Yascha Mounk’s interview with Francis Fukuyama, the famous American political scientist, economist, and author, best known for his book The End of History and the Last Man (1992), I started to pay more attention to the current dialogue about how Trump, Putin, and China’s Xi Jinping might intend to divide the world into three global spheres of influence. The U.S. sphere, centered on North America, Europe, and key allies in the Indo-Pacific (Japan, South Korea, and Australia), represents the liberal-democratic model, albeit weakened by internal political divisions and rising populism. China's sphere, encompassing much of Asia, Africa, and parts of Latin America through economic influence (e.g., the Belt and Road Initiative), promotes state-led capitalism and authoritarian governance as an alternative to Western liberalism. Russia's sphere, which mainly includes former Soviet states, parts of the Middle East (e.g., Syria, Iran), and alliances in Africa, relies on military power, nationalism, and energy diplomacy to maintain its influence. Fukuyama would see this fragmentation as a rejection of his "end of history" thesis, reflecting a return to great power competition rather than the inevitable triumph of democracy, though he may still believe in its long-term resilience.

If this is indeed the case, Japan and South Korea would be on the front line of China's sphere of influence.

Context: This is not just a theoretical exercise. Chinese President Xi Jinping has consistently emphasized the inevitability of China's "reunification" with Taiwan, asserting that no force can stop this historic trend.

On October 1, 2024, during the 75th anniversary of the founding of the People's Republic of China, Xi emphasized the goal of annexing Taiwan as a key priority.

Driving the news: Japan's potential response to a Chinese blockade or invasion of Taiwan would be varied and consequential for the region. While it would ultimately depend on the scale and nature of China's actions, the international response (especially from the U.S.), and the domestic political consensus in Japan at the time of the crisis, here is how Japan might respond across diplomatic, military, and economic dimensions:

Diplomatic Response

In the short term, Japan would likely immediately condemn China's actions in the strongest terms. It would call for emergency meetings of the UN Security Council and the G7. Japan would seek to activate bilateral security consultations with the United States, while seeking to build a coalition of regional and global partners to pressure China. Japan might even recognize Taiwan as an independent state and possibly sever or downgrade diplomatic relations with China.

Because of its proximity to the conflict zone, plans would have to be made to deal with a potential influx of refugees from Taiwan.

In the medium to long term, Japan would likely fundamentally reassess its relationship with China, possibly entering a prolonged diplomatic freeze. Japan would work to strengthen its bilateral and multilateral security framework with the United States, Australia, and India (the so-called “Quad”). There would be increased diplomatic outreach to Southeast Asian nations to build anti-coercion coalitions. Japan might even reach out to the North Atlantic Treaty Organization (NATO). Japan would most likely lobby for Taiwan's international recognition and participation in the so-called "Quad," making it a five-nation alliance. Looking further afield, Japan may seek to normalize relations with Russia to avoid a two-front strategic challenge.

Military Response

In the short term, Japan would likely raise the alert level of the Self-Defense Forces (SDF) nationwide, which would be alarming as a resident of Japan's southernmost main island of Kyushu, that would literally be on the front lines. There would be more deployments to the southwestern islands near Taiwan like Okinawa. Japan would likely activate defense treaties with the U.S., possibly allowing American forces to use Japanese bases for operations. Although it would be controversial, Japan could potentially invoke the 2015 security legislation that allows for "collective self-defense." At a minimum, the SDF would assist in non-combat operations such as intelligence gathering, logistical support, and humanitarian evacuations, as well as consider expanding its maritime presence to protect sea lanes and Japanese territory.

All of these actions would most likely trigger a constitutional crisis in Japan. Discussions would begin in earnest to consider constitutional revision to remove the Article 9 limitations on military capabilities. The country's leaders would have to assess the potential for direct combat. Discussions would stall, however, if Japan itself were not directly threatened. Public reaction and political support for military action would likely be quite polarized.

In the medium to long term, Japan would likely accelerate defense reforms and significantly increase military spending beyond the recent target of 2% of GDP. There would be calls to develop enhanced missile defense systems and possibly offensive strike capabilities, as well as to expand maritime SDF capabilities for extended blue-water operations. Such initiatives could even lead to a greater military presence in the southwestern islands near Taiwan.

Of course, the ultimate wild card would be a decision on whether to potentially develop nuclear deterrence capabilities on Japanese territory or seek enhanced U.S. nuclear guarantees.

Economic Response

In the short term, Japan would likely impose immediate sanctions on China. They would freeze Chinese assets in Japan and restrict technology exports to China. Because Japan is currently overly dependent on China, this would be challenging, but there would be a push to accelerate efforts to reduce supply chain dependencies on China and seek alternative sources for critical raw materials and manufacturing. Japanese diplomats would coordinate with the G7 and other partners on a unified economic response. Ultimately, Chinese economic retaliation, including trade restrictions, would be inevitable. It would, therefore, be necessary to prepare for such a reaction.

Japan's long-term response would represent the most significant shift in its foreign and security policy since World War II, effectively ending the postwar consensus of defense restraint and marking Japan's emergence as a more conventional military power in Asia.

In the long run, such a crisis would likely drive the following structural changes:

• Complete the transition from a pacifist to a "normal" military power;

• Dramatically increase defense integration with the United States;

• Assume a more assertive regional leadership role;

• Potentially pursue indigenous development of advanced weapons systems; and

• Implement a more militarized posture in the East China Sea and around disputed territories.

Go deeper: If China were to blockade or invade Taiwan, how would foreign residents of Japan be affected?

Immediately, the Japanese government would likely issue J-Alert notifications and other emergency messages that foreign residents would receive on their phones (though possibly only in Japanese). Foreign embassies would issue advisories or warnings to their citizens, possibly including evacuation recommendations for non-essential personnel. Flights to and from Japan could be disrupted, especially to Taiwan, China, and other parts of East Asia, possibly making it difficult for foreigners to leave.

There would likely be supply chain disruptions affecting the availability of food and other goods, price increases, and possible rationing of certain products.

Police presence would be ubiquitous, with heightened security measures in public areas, especially near military installations, government buildings, and transportation hubs. Foreign residents may face additional scrutiny or temporary changes in immigration procedures. Those with Chinese citizenship may face particular complications. Local governments may impose additional registration or reporting requirements on foreign residents. Foreigners living near U.S. or Japanese military bases may experience heightened security measures or restrictions on movement.

There may be banking restrictions or limitations on international money transfers, particularly involving Chinese financial institutions.

There would undoubtedly be more xenophobia or discrimination, especially against Chinese nationals or those perceived to be Chinese. Given the historical affinity that many Japanese feel for Taiwan, such views would undoubtedly be complicated. In such an event, foreign community groups and organizations would likely mobilize to provide information and assistance to their members.

The severity of these effects would depend on the nature of China's actions toward Taiwan, the extent of Japan's involvement in the response, and the specific location of foreign residents within Japan, with those in southwestern Japan likely to experience greater disruption than those in northern regions.

Commentary: Some would advise me to "stay in my swim lane" or "leave that question to those with a higher pay grade," but given that I now live in a part of Japan that is closer to Shanghai than Tokyo, I have a personal, vested interest in the outcome of any such potential conflict.

Of course, I hope that China will not impose either a naval blockade or a full-scale invasion of Taiwan, but as we all know, "hope is not a strategy.” Therefore, it is imperative to consider what might happen if such an event were to occur.

My gut reaction is that Japan would probably not take a leading role in defending Taiwan, and instead would retreat to a very defensive position. Given the country's overdependence on China for the supply chains of many industries, including food, it would take time for Japan to adjust to the serious bottlenecks that would inevitably develop. Despite Trump's rhetoric questioning the U.S. commitment to Japan's defense, my sense is that Japan would be drawn even closer to the U.S. in many ways - especially for "mutual" defense.

Even in the event of such a conflict, I would plan to stay in Japan and contribute in any way possible to a peaceful resolution.　　A significant number of resident foreigners would probably leave Japan -- at least temporarily during the height of such a conflict. This happened in the immediate aftermath of the so-called "triple disaster" of the Great East Japan Earthquake Disaster on March 1, 2011, after the magnitude 9.0 earthquake, the massive tsunami, and the nuclear disaster on the coast of Fukushima. I stayed and helped coordinate relief efforts for my company's clients and employees who were directly affected. It was a scary time, though.

What’s next: While I don't hold out much hope for negotiations to end Russia's war with Ukraine, developments in that conflict are likely to affect China's potential to attack Taiwan. It seems highly likely that China is watching and waiting for signs of whether the U.S. will retreat to its own "sphere of influence," leaving Taiwan alone and isolated. Such a development could open a window of opportunity for China to attempt "reunification" with Taiwan.

The U.S. maintains a policy of strategic ambiguity regarding the defense of Taiwan, deliberately avoiding explicit commitments to military intervention in the event of a Chinese blockade or invasion. So far, this approach has worked to deter both unilateral declarations of independence by Taiwan and aggressive actions by China. That said, with the new administration in power, all bets are off.

The Japanese Foreign Ministry is likely watching both situations very closely.

What’s new: As inbound tourism continues to boom; Tokyo hotel costs are becoming prohibitive for many domestic business travelers to stay in and around Japan's capital city. Rooms are either too expensive, including relatively modest "business hotels" that sometimes cost more than 30,000 yen (approximately US$190) per night during a weekday, or are simply unavailable.

See “Ode to the Toyoko Inn: Try staying at Japan's undisputed leader of the no frills hotel experience, and you, too, may be inspired to praise this chain for its superior cost performance” for background information about the popular, budget style of the Japanese “business hotel,” which is often delivers superior cost performance.

In addition to the increase in inbound tourism, the rise in labor and utility costs, as well as the proliferation of dynamic pricing (a system that allows prices to be adjusted daily and sometimes even hourly in response to demand with a high degree of predictive accuracy), are factors that are causing domestic business travelers from other parts of the country to face difficulties when trying to book a hotel in Tokyo.

Why it matters: Many "business hotels" in Tokyo and a few other urban centers are shifting to focus on the more profitable inbound market, raising prices and reducing the number of available budget rooms that have thus far been filled primarily by domestic business travelers.

By the numbers: Hotel industry key performance indicators prove that the cost of staying in a hotel in Tokyo has been rising rapidly.

• Occupancy rate: According to the Tokyo Hotel Association, the occupancy rate for its 260 member hotels in October 2024 was an extremely high 91.2%.

• Average Daily Rate (ADR): In October 2024, the ADR reached 18,965 yen ($120), the highest in the past seven years. In October 2019, before Covid, it was around 12,000 yen ($76)1, an increase of 60% during the past five years.

• Customer Composition: According to APA Hotel Group, a large chain of mostly "business hotels," the current breakdown in the case of Tokyo is about 35% domestic business, 15% domestic leisure, and 50% inbound (foreign visitors). Compared to 2021, occupancy has increased by about 45 points and room rates have increased by about 270 points.

What they’re saying: The dark period during Covid, when hotels across the country - even in the normally busy areas of central Tokyo - struggled to keep their doors open, now seems like a distant relic of the past.

Domestic business travelers on tight budgets are forced to search high and low for reasonable accommodations.

Both internal rules on reasonable business expenses and government regulations concerning domestic travel policies are not keeping pace.

In this challenging environment, some domestic business travelers are beginning to look for creative solutions to save money.

Some traveling businesspeople resort to sleeping in a co-working space.

Go deeper: Although car-sharing companies generally prohibit this practice, there are plenty of people who “car share sleep” or ka shea haku (カーシェア泊) in Japanese. They rent a car at a low price for overnight or early morning use and then sleep in the car in the parking lot without moving it.

While this approach may seem desperate, some domestic business travelers are literally camping out in the middle of Tokyo.

Capsule hotels, a unique type of Japanese hotel accommodation with small, enclosed sleeping compartments called "capsules," can be another viable option if you can find one that's available. These budget-friendly, semi-private spaces offer basic amenities such as a bed and shared bathing facilities, making them ideal for solo travelers, those on a tight budget, or those looking for a short-term, affordable stay.

Others resort to "love hotels," which are places where you pay by the hour and tend to welcome "short stays.” While the bed is generally a bit wider than what is necessary for a single traveler, there is often a window between the bedroom and bathroom, which may give some travelers pause. Most employers frown upon having their employees stay in such places.

In the most extreme cases, some domestic travelers even resort to camping outdoors.

I hope that guy got some deodorant, too!

Commentary: Because videoconferencing only goes so far, and face-to-face interactions between businesspeople are critical - especially in the Japanese business culture - it is clear that the domestic travel policies of both Japanese companies and government agencies need to be adjusted to reflect the reality of high prices in Tokyo.

It is likely that a significant number of Japanese companies still reimburse their employees for business travel on the basis of a fixed per diem allowance, rather than on the basis of actual expenses. For example, for a business trip to Tokyo, an employee may receive 10,000 yen ($63) per day to cover the cost of lodging and all meals. In such a case, employees will often look for the cheapest accommodation possible to pocket the difference. Finding an appropriate, inexpensive place to stay can be quite a hassle, especially if the company requires submission of actual receipts. As in the case of the Osaka government employee above, if you want to spend more than the per diem, you will have to pay for it out of your own pocket.

Sorry to come across as not being on the side of the "little guy" in this case. As a former director of the local subsidiary in Japan of an American manufacturing company that used to have a fixed per diem for business travel, I witnessed several examples of abuse of the system. The time for handling travel reimbursement this way has come and gone. Japanese employers should increase their travel budgets and adjust their internal travel policies for acceptable hotel accommodations in the Tokyo Metropolitan Area and have their employees submit expense reports for reimbursement of actual costs.

What’s next: While camping in a public park is probably not a viable option for most domestic business travelers, as Japan's inbound tourism boom shows no signs of slowing down, it is wise to consider going off the beaten path to uncover affordable, clean lodging options that are not too far away from one's place of business.

Some of the outlying areas that still offer relatively inexpensive accommodations and are only a few train or subway stops away from the center of Tokyo include the following:

Tokyo

• Akabane (赤羽駅): About 15 minutes from Shinjuku Station (新宿駅) and about 20 minutes from Tokyo Station (東京駅); There are many capsule hotels from about 5,000 yen ($32) per night and "business hotels" from about 8,000 yen ($52) per night.

• Kamata (蒲田駅): It's 20 minutes from Tokyo Station (東京駅) and 10 minutes from Shinagawa Station (品川駅). It's also easy to get to Haneda Airport (羽田空港). There are many "business hotels" in the area, generally priced between 8,000 ~ 10,000 yen ($52 ~ $63) per night, but it can be difficult to make a reservation before a long weekend.

• Machida (町田駅): It's about 30 minutes by train from Shinjuku Station (新宿駅). There are many "business hotels" where you can stay for around 6,000 ~ 8,000 yen ($38 ~ $52) per night. The area around Machida Station is also known as a mecca for ramen noodles, another perk.

Kanagawa Prefecture

• Kawasaki (川崎駅): About 20 minutes by JR from Tokyo Station (東京駅). 10 to 15 minutes from Shinagawa Station (品川駅). You can also take the Keikyu Line and it's about 15 minutes to Haneda Airport. There are plenty of hotels between JR and Keikyu Kawasaki Station, and they generally cost around 5,000 ~ 9,000 yen ($32 ~ $57) per night.

• Isezaki-Chojamachi (伊勢佐木長者町駅): It takes about 40 minutes from Tokyo Station (東京駅) or Shibuya Station (渋谷駅) to Yokohama Station (横浜駅), where you can change to the subway. There are many capsule hotels in the 5,000 yen ($32) per night range.

• Shin Yokohama (新横浜駅): Although it is a stop on the Shinkansen line, there are not many people getting on and off the train except for the locals, so there are quite a few rooms available at the business hotel in the 6,000 yen ($38) range on weekdays. It's only 10 minutes by bullet train to Shinagawa Station (品川駅).

Saitama Prefecture

• Nishikawaguchi (西川口駅): It takes 33 minutes to get to Tokyo Station (東京駅) on the Keihin Tohoku Line. The area around the station is a good place to enjoy authentic Chinese food. Hotels are also close to the station, and rooms cost around 6,000 ~ 8,000 yen ($38 ~ $52) per night.

• Kumagaya (熊谷駅): It takes just over an hour to get to Ueno Station (上野駅) on the JR Ueno Tokyo Line. You can stay here for 5,000 ~ 7,000 yen ($32 ~ $44) per night. However, there is nothing around the station, so it may be safer to eat and drink in Tokyo.

Chiba Prefecture

• Matsudo (松戸駅): Direct access to Tokyo Station (東京駅) in 30 minutes and Shinagawa Station (品川駅) in 40 minutes on the JR Ueno Tokyo Line. There are also capsule hotels in the range of 3,000 yen ($19) per night. There are also several cheap business hotels in the neighboring stations of Higashi Matsudo (東松戸駅) and Kita Matsudo (北松戸駅).

• Funabashi (船橋駅): It's a 25 minute ride on the JR line to Tokyo Station (東京駅). There is also Keisei Funabashi Station (京成船橋駅), and there are many "business hotels" between the two stations. There are also several hotels in the neighboring station of Nishi-Funabashi (西船橋駅).

What’s new: The price of cabbage sold in supermarkets in Japan is now an average of 453 yen (about $2.86) per kg, which is about 3.3 times the usual price1 of only 137 yen ($0.87) per kg, due to the effects of last summer's heat wave - especially in major cabbage-producing areas such as Aichi and Chiba Prefecture- and the lack of rain on the Pacific coasts of eastern and western Japan in December 2024, which prevented many cabbages from growing to a sufficient size. The increase appears to be accelerating, as the average price of cabbage has been more than double the average price for the same period in previous years for seven consecutive weeks since November 2024.

Go deeper: At a supermarket in Sumida Ward, Tokyo, a head of cabbage sold for 537 yen ($3.39) including tax on January 8, 2025, nearly triple the price of the previous two years.

Global warming may be to blame. Farmers normally start harvesting cabbage in mid-December, but last year's hot summer and record low rainfall at the end of the year delayed cabbage growth. Many farmers have just started harvesting from January 2025.

Mr. Hidehiko Sakao, a farmer in Choshi City, one of the leading cabbage-producing areas in Chiba Prefecture, grows cabbage on a farm of about 4 hectares (almost 10 acres). He usually harvests his cabbages when they reach a weight of about 1.5 kg (about 3.3 pounds), but as of January 8, 2025, there were still many small cabbages in his fields that were expected to weigh less than 1 kg (2.2 pounds). Because Sakao must wait for them to grow, the amount of produce shipped this winter is still less than half the amount shipped at the same period in previous years. According to the Japan Meteorological Agency, the amount of rainfall in Choshi City last month was just 3 mm, the lowest December figure since 1887, when statistics were first kept in that town. The amount of rainfall on the Pacific side of eastern Japan, including Chiba Prefecture, and western Japan in December was only about 10% of the average due to the persistent winter pressure pattern, and was the lowest for December since the Meteorological Agency began keeping statistics in 1946.

Why it matters: Cabbage is a staple of the Japanese diet, and the rapid increase in retail prices is putting inflationary pressure on consumers. Wholesalers are passing on price increases to both supermarkets and restaurants.

Restaurants are raising prices and changing their menus. In Tokyo, a popular ramen restaurant that serves vegetable toppings was forced to discontinue its cabbage-based menu items.

A ramen restaurant in Fuchu City, Tokyo, which had a signature menu item called yasai mori ramen (野菜盛りラーメン), which literally means "vegetable-heaped ramen" in Japanese, which used to come with a huge pile of cabbage and spinach on top, stopped serving this dish in December last year. In addition, the cabbage toppings added to regular ramen and the side dishes of cabbage and chashu pork have also been discontinued.

The wholesale price of cabbage for this ramen restaurant has more than doubled from about 1,500 yen ($9.48) for 6 heads to about 3,500 yen ($22.12) at present. As the price of ingredients, including cabbage, continued to rise, the restaurant raised the retail price of its ramen menu items by 100 yen ($0.63) last year. This time, the price of cabbage has risen even more than last year, but the restaurant has decided that it cannot raise the price of its ramen any further and has, therefore, decided to temporarily suspend the provision of menu items that used to include cabbage.

Even okonomiyaki restaurants in Tokyo's Chiyoda Ward have been forced to raise the prices of some of their dishes due to the sharp rise in the price of cabbage, an essential ingredient. One of them uses more than 10 heads of cabbage a day, including some from Aichi Prefecture. Around last summer, the purchase price was about 250 yen ($1.58) per head of cabbage, but now it has more than tripled to about 800 yen ($5.05).

In response to the increase in the price of ingredients such as bean sprouts, flour and cooking oil, the menu price of the 950 yen ($6.00) offering was raised by 50 yen ($0.32) in October 2024, but due to the increase in the price of cabbage, it was raised by another 50 yen this month.

What they’re saying: Consumers' wallets are being hit hard.

Restaurant owners are making difficult choices that may upset their existing customers.

Restaurant owners have begun routinely passing on price increases to consumers.

Commentary: While some unusual weather at the end of last year, combined with the long-term effects of global warming, may have caused the current supply/demand imbalance for cabbage that has sent cabbage prices soaring, this phenomenon is just another example of how Japan is struggling to adjust to a more inflationary environment after three decades of stagnant growth and deflation.

Especially for a country so dependent on imports for most of its food needs at a time when the Japanese yen is depreciating against the U.S. dollar, when disruptions like this occur that affect domestically grown crops, consumers will end up paying the ultimate price. Thus, unless consumers make a conscious effort to avoid items that have become unaffordable, Japanese households will feel further pressure.

What’s next: The Ministry of Agriculture, Forestry and Fisheries has announced that prices for cabbage are expected to remain above average this month. There may be some relief starting in February. However, the long-term effects of global warming may continue to disrupt the growing season indefinitely into the future. The entire ecosystem will be forced to adapt.

What’s new: The first tuna auction of the year was held on January 5, 2025 at the world's largest fish market in Toyosu1, Tokyo. The highest priced "Ichiban Maguro" was a 276-kilogram (approximately 610 pounds) Pacific bluefin tuna from Oma, Aomori Prefecture, which sold for 207 million yen (approximately $1.3 million), or 750,000 yen per kilogram, which equates to $2,160 per pound. This was the second highest price ever recorded since 1999.

Why it matters: "Ichiban Maguro" is the first tuna to be sold at the annual New Year's auction at the Toyosu Market in Tokyo. This highly anticipated event is a major media spectacle, with intense competition among buyers driving prices into the millions of yen. The auction symbolizes the start of the new year in the fishing industry and carries significant cultural significance, representing prosperity and good fortune for the winning bidder and the entire industry.

Go deeper: A total of 1,284 tuna were lined up in the market, and when the bell rang to signal the start of the auction just after 5 a.m., the auctioneers' energetic shouts echoed throughout the market. The first tuna was purchased for the fifth year in a row by the fish wholesaler Yama Yusa (やま幸). It was then delivered to the conveyor belt sushi restaurant Kaiten Sushi Ginza Onodera Honten (廻転鮨かいてんすし銀座おのでら本店) in Tokyo's Shibuya district, where the most expensive slices of the fatty belly of raw tuna, called toro, were sold as a pair of two pieces of sushi (with rice) for 1,160 yen ($7. 36) including tax.

What they’re saying: The guy who caught this year's "first tuna" was literally a "son of a fisherman."

It was indeed a lucky catch.

Takeuchi has worked hard, and his construction company has grown to employ about 50 people. He says he started boating as a hobby when he was in his mid-40s. Although he modestly describes himself as an amateur, it turns out that Captain Takeuchi is, in fact, quite a fisherman. He caught the biggest tuna for “Ichiban Maguro” three years in a row from 2016 to 2018. It took him a while to get his mojo back, but this year he certainly landed a big one!

The relatively high price for 2025 caught many by surprise.

By the way, Captain Takeuchi is unlikely to pocket all of his earnings from the sale of this year's "first tuna" catch. Last year, he donated a substantial amount of money to charities such as the Noto Peninsula Earthquake Fund2, which is associated with tuna fishing, in the hope of "giving something back.” Get this guy some extra wasabi!

Context: Prices tend to vary widely from year to year.

• The record from five years ago still stands: The highest price for the first tuna was 333.6 million yen ($2.1 million) in 2019.

• Higher price than last year: The first tuna only fetched 114.24 million yen ($725,000) in 2024.

Yes, but: While tuna is the perennial favorite of most sushi palates, the "lowly" sea urchin or uni (ウニ), considered a delicacy in Japan, stole the limelight this year. The "first sea urchin" from Hakodate in Hokkaido was sold just a few stalls away for a record-breaking 7 million yen ($44,400) per sheet (about 400 grams or 14.1 ounces). Earlier this week it was cut into bite-sized portions at a high-end sushi restaurant in Meguro, Tokyo, and reportedly went for 400,000 yen ($2,540) per piece!

Commentary: Like many people, my favorite type of sushi is toro, or fatty tuna. Just the thought of this cut of premium tuna literally melting in your mouth makes my mouth water! While most sushi sold at conveyor belt sushi chains is much cheaper, the price of 1,160 yen or $7.36 for a pair of two pieces of this year's "first tuna” catch would probably be worth it.

However, the record-breaking price of this year's "first sea urchin" of 400,000 yen ($2,540) per piece is completely beyond what is reasonable. It is absurd. There are literally "plenty of other fish in the sea," and it is possible to find much cheaper sea urchins.

In addition to eating sushi, if you have a chance while visiting Japan, try to see a maguro kaitai demonstration (まぐろ解体ショー). The sushi chef or fishmonger will use extremely sharp knives - more like swords - to cut a huge tuna into bite-sized pieces. Although it takes a while to fillet such a large, precious fish so precisely, the result is well worth the wait, as you may have the chance to eat some of the freshest, most tasty sushi on the planet.

What’s next: This year's "first catch" calls into question the sustainability of Japan's seafood consumption. It appears that global warming is affecting Japan's fishing industry by causing fish populations to migrate to cooler waters, reducing fish abundance due to warmer water temperatures and lower oxygen levels, increasing the frequency and intensity of extreme weather events, and contributing to ocean acidification. These factors lead to reduced catches, economic disruptions, and potential food security concerns for a nation heavily dependent on seafood. The industry is adapting through new fishing technologies, sustainable fishing practices, and livelihood diversification, but addressing climate change remains critical for long-term sustainability.

What’s new: On December 27, 2024, the Cabinet of Japan's central government approved a draft budget for fiscal year 2025 (“FY2025”). The total expenditure and revenue total 115.5 trillion yen (approximately US $734 billion), an increase of 3.0 trillion yen ($19 billion) or 2.6% compared to the initial budget for the previous fiscal year. This is the largest budget in history, and the government will rely on government bonds for a quarter of its funding.

Why it matters: An analysis of revenue projections (primarily from taxes) and the planned allocation of funds provides clear insight into the priorities of the current government, which continues under the leadership of the Liberal Democratic Party (LDP). Much like the U.S., the central Japanese government is essentially an insurance company with an army – albeit with much smaller armed forces than America.

• Key points: While similar to the budgets from the previous two years, the draft includes a few areas of focus.

  • Overall growth assumption: The government anticipates an economic recovery and has projected a nominal growth rate of +2.7%.

  • More borrowing: Government bond expenditure has increased by 1.2 trillion yen ($7.6 billion). The level of the assumed interest rate (the yield on 10-year government bonds, which is used as a premise when drawing up the budget) was raised from 1.9% in FY2024 to 2.0% in FY2025, leading to an increase in interest payments. The assumed interest rate for government budgets has a buffer and is set at a considerably higher level than the actual market interest rate.

  • Spreading the wealth: Local allocation tax grants will increase by 1.3 trillion yen ($8.3 billion). This is due to the expected increase in tax revenue in FY25.

  • More money for the Self Defense Forces: Defense spending will increase by 0.8 trillion yen ($5.1 billion). This is part of a gradual increase in defense spending that began in FY2023. The draft proposal amounts to 8.7 trillion yen ($55.3 billion).

  • Smaller "rainy day" account: On the other hand, contingency funds were reduced. 1 trillion yen ($6.4 billion) will be allocated to prepare for unexpected expenditures, but the reserve fund, which was funded with the same amount in FY2024 to deal with rising prices and support wage increases by small-to-medium sized businesses, etc., will be abolished.

  • Huge budget for social insurance programs: Social security-related expenses, such as medical and pension costs, have increased by 0.6 trillion yen ($3.8 billion), but still represent the largest portion of the budget at 38.3 trillion yen ($244 billion). This net increase is the result of balancing overall cost pressure from the ongoing aging of society and the pension adjustments against expenditure reductions for drug prices and high-cost medical procedures, which is a routine pattern.

Go deeper: Like in almost every budget, the devil is in the details.

• May have dodged a bullet: The rapid increase in social security costs due to the Baby Boomers entering their late senior years was once seen as a critical issue, known in Japan as the "2025 problem." The main concern was that medical and nursing care costs would skyrocket when the Baby Boom generation entered the later stages of old age beginning around 2025. Demography is actually coming to the rescue, as the population continues to decrease gradually, mainly due to an increase in the number of annual deaths. Consequently, there will be no sudden surge in medical expenses among the oldest cohort of Japan's residents.

• Stated top priorities: The LDP has its hands full, but its primary focus remains on the following areas:

  • Intent on raising the minimum wage: The central government will maintain the current system of providing subsidies to support small and medium-sized enterprises and small businesses that invest in equipment to improve productivity and raise the wages of their lowest-paid employees.

  • Subsidies to support couples who work and raise children: A benefit will be paid to ensure that the net income of both partners does not decrease for up to 28 days if either partner takes 14 days or more of childcare leave, and a benefit equivalent to 10% of wages will be paid if a parent works shorter hours to raise a child under the age of two. The budget includes 79.2 billion yen ($504 million) to establish this new system, with benefits to be implemented starting from April 2025.

  • Encourage investment in human talent: The plan is to increase the number of "Hello Work" employment consultation desks to match available workers with potential employers, especially in workplaces where there is a serious shortage of manpower, with a particular focus in the healthcare field. 41.6 billion yen ($264 million) has been set aside for projects such as matching members of Silver Human Resources Centers with families of working people who are also looking after children or elderly relatives and with welfare facilities and nursery schools that are short of workers. More support will be given for companies willing to provide "re-skilling" and additional training for employee development. 133.5 billion yen ($849 million) has been allocated for this purpose.

  • Support for college students: 18 billion yen ($115 million) has been set aside to prevent students from dropping out before graduation due to financial hardship. The government will fund programs to cover entrance exam fees for university, junior college, and vocational schools, as well as high school third-year mock exam expenses.

  • Support for teachers and quality of childcare: A budget of 1.621 trillion yen ($10.3 billion) has been set aside to improve the treatment of teachers and the quality of education. The amount of extra pay given to teachers each month as compensation for overtime work will be increased from the current 4% of their monthly salary to 5% in FY2025. The number of teachers will also increase by around 5,800 to expand the subject-based teaching system for fourth-year elementary school students. A substantial investment of 10.9 billion ($69 million) has been allocated to enhance subsidies to childcare centers, aiming to boost the ratio of childcare workers to children from "one worker for every six children" to "one worker for every five children." Furthermore, 160.7 billion yen ($1 billion) has been set aside to ensure that the 10.7% increase in personnel expenses included in this year's supplementary budget for improving the treatment of childcare workers and kindergarten teachers is maintained into next year.

  • Fight crime: The budget allocates 1.729 billion yen ($11 million) to enhance measures against crime committed through illegal part-time work. This includes the procurement of equipment to analyze cryptocurrency used to launder the proceeds of crime and a project to contact individuals whose names and personal information appear on lists of people arrested in past cases, to warn them about the risks of illegal part-time work. Remember, if it seems too good to be true, it probably is."

Yes, but: How does the Japanese government continue to live beyond its means by issuing bonds to finance budget deficits year after year? It continues to be possible in a relatively low inflation environment, where the debt burden is not eroded as quickly. The central government can easily manage because of the high demand for Japanese Government Bonds (JGBs) from Japanese investors, mainly the elderly seeking low-risk investments, as well as Japanese banks, insurance companies, and pension funds. The Bank of Japan (BoJ) continues to actively purchase JGBs in the secondary market, ensuring low interest rates and maintaining strong demand. While the current situation may seem manageable, the long-term sustainability of this model is a subject of ongoing debate. A significant rise in interest rates would lead to a dramatic increase in the cost of servicing the debt, potentially straining government finances. External factors, such as global economic slowdowns or a sudden loss of confidence in the Japanese economy, could negatively impact the demand for JGBs.

Commentary: This draft budget is a C- grade at best, with an overall score of 2.2 on a 4.0-point scale. The government is spending more than it can afford, and it's only making incremental efforts to improve efficiency. This budget maintains high tax rates and, most crucially, represents only a minor adjustment to the same lackluster policies that have failed to develop and deliver a bold new policy direction for a country facing a significant demographic time bomb.

The budgeting process is never easy, even for much smaller organizations. The budget for the central government must be viewed in the context of various factors that reflect its fiscal health, economic impact, and social implications. Let's examine each of these in turn.

• Fiscal Sustainability: Japan's government is living on borrowed time and money. Its high debt-to-GDP ratio indicates a greater risk of debt distress and potential crowding out of private investment. Another budget deficit is bound to lead to increased borrowing and higher interest rates.

• Economic Impact: This budget shows a clear lack of bold vision, leaning more towards fiscal consolidation. It merely perpetuates the status quo, offering superficial commitments to spending cuts while perpetuating a reliance on various taxes, many of which are on the rise. There is some investment in human capital, such as more support for teachers and workers who need to be trained to be better prepared to add value in the modern economy, but the overall investment is too low.

• Social Equity: The central government is sending a clear message for its ongoing support for social programs like unemployment benefits, food assistance, and healthcare, which are crucial for social stability and economic security – especially for the elderly. There is also a clearly stated goal to address the needs of low-income and marginalized groups.

• Transparency and Accountability: As always, the draft budget is clear and easy to understand, with detailed information on revenue sources, expenditure allocations, and projected outcomes.

• Long-term Vision: The LDP has been facing the same challenges for decades, including the aging population, technological disruption, and climate change. However, there still does not seem to be a bold vision for seriously tackling any of these issues. The approach is clearly another case of making incremental adjustments to policies and programs that have largely proven ineffective. It is time to double-down on only three key rational priorities and design every initiative to align with these goals. Everyone in the country should know what these priorities are. Otherwise, programs will continue to be half-baked attempts at surface-level issues that don't address the root cause of problems. Japan's ongoing start-and-stop approach toward digital transformation exemplifies this.

It is time for a fresh, bold vision, not the same old, same old. Japan must slash inefficient practices, address the looming demographic issues, reduce taxes to free up capital, and attract foreign investment before an external crisis develops. By implementing a bold vision and developing a truly fiscally responsible budget, the central government will better position Japan for the future.

What’s next: Prime Minister Shigeru Ishiba's Cabinet released their draft budget, but it's nothing more than a preliminary "shot across the bow." As the saying goes, "It's not over, 'til it's over." From January, the horse trading (negotiations) with the opposition parties in the Diet begins.

Noda and the other opposition party leaders must do more than simply conduct a cursory review of the details. As a member of the opposition, I would demand an explanation for the LDP's failure to balance the budget for yet another year, even while relying heavily on JGBs—particularly in light of record tax revenues.

The opposition parties must unite and confront the LDP regarding their fundamental approach toward leading the country. They must propose a right-sized annual budget that is up to the challenge.
