As foreign tourists continue to pour into the country, the capacity to accommodate previously unprecedented numbers of non-Japanese visitors is being stretched to the limit in certain particularly popular hot spots. The phenomenon is called "over-tourism," and several dual-price experiments are currently underway across the country. In the background is the question of who should pay for perceived over-tourism, walking a fine line between impressions of persistent xenophobia and the desire to welcome foreign tourists.
